[CMake] Support externalizing debug info on Darwin 

* Adds COMPILER_RT_EXTERNALIZE_DEBUGINFO option
* On Darwin this results in calling dsymutil and strip after linking
* This generates an error on non-darwin platforms, matching the LLVM behavior
