[mlir][EDSC] NFC - Cleanups to builder-api-test.cpp

This revision does the following post-commit cleanups:
1. don't use -1 magic constants,
2. drop commented out old test that does not belong here,
3. reformat and add a proper clang-format off on a CHECK directive.
