LLVM Dialect: introduce llvm.mlir.null operation 

Similarly to `llvm.mlir.undef`, this auxiliary operation creates an SSA value
that corresponds to `null` in LLVM IR.  This operation is necessary to model
sizeof(<...>) behavior when allocating memory.
