[Mips] Add -pcrel-eh-reloc command line option 

This MIPS specific option controls R_MIPS_EH relocation handling.
If -pcrel-eh-reloc is specified R_MIPS_EH relocation should be handled
like R_MIPS_PC32 relocation.
