Revert "[opt][clang] Enable using -module-summary/-flto=thin with -S/-emit-llvm"

This reverts commit bf8381a8.

There is a layering violation: LLVMAnalysis depends on LLVMCore, so
LLVMCore should not include LLVMAnalysis header
