Try to fix the assert in Alignment::alignAddr to work on 32-bit

Hopefully fixing the AlignmentDeathTest.AlignAddr failures (e.g. at
http://lab.llvm.org:8011/builders/clang-cmake-armv7-quick/builds/10925)
