[mlir][SCF] Retire SCF-specific `to_memref`/`to_tensor` canonicalization patterns (#74551) 

The partial bufferization framework has been replaced with One-Shot
Bufferize. SCF-specific canonicalization patterns for
`to_memref`/`to_tensor` are no longer needed.
