(LLVM svn up) Generalize RuntimeFunctions to RuntimeGlobals and add

CodeGenModule::CreateRuntimeVariable.

 - No real functionality change; although we now assert on silly
   things like:

void f0() { @throw(@"A"); }
--
   instead of accepting it.
