[PR] Update skipRelocationProcess

Summary:
The ELF::R_AARCH64_TLSDESC_LD64_LO12 and
ELF::R_AARCH64_TLSDESC_ADR_PAGE21 relocations might also be relaxed to
mov instructions, handle these cases
