[LLVM-C] Support operand bundles (#73914)

Added the following functions for manipulating operand bundles, as well as
building ``call`` and ``invoke`` instructions that use operand bundles:

  * LLVMBuildCallWithOperandBundles
  * LLVMBuildInvokeWithOperandBundles
  * LLVMCreateOperandBundle
  * LLVMDisposeOperandBundle
  * LLVMGetNumOperandBundles
  * LLVMGetOperandBundleAtIndex
  * LLVMGetNumOperandBundleArgs
  * LLVMGetOperandBundleArgAtIndex
  * LLVMGetOperandBundleTag
