[LLDB] Mark TestExprsChar Xfail for Windows/AArch64

test_unsigned_char test in TestExprsChar.py fails on AArch64/Windows
platform. There is known bug already present for the failure for various
arch/os combinations. This patch marks the test as xfail for
windows/AArch64.
