Use OffsetMap in getSectionPiece.

OffsetMap maps to a SectionPiece index, but we were not taking
advantage of that in getSectionPiece.

With this patch both getOffset and getSectionPiece use OffsetMap and
the binary search is moved to findSectionPiece.
