[clang-tidy] Update fuchsia-multiple-inheritance to not fail

Updating the fuchsia-multiple-inheritance to gracefully handle unknown
record types (e.g. templatized classes) by simply continuing, rather
than asserting and failing.

Fixes PR36052.
