[TargetLowering] SimplifyDemandedVectorElts - support MUL and ANY_EXTEND_VECTOR_INREG 

Also fold ANY_EXTEND_VECTOR_INREG -> BITCAST if we only need the bottom element.

Fixes temporary regression introduced in rL363693.
