[AMDGPU] Refactor getNonSoftWaitcntOpcode and its callers (#77933) 

This avoids listing all soft waitcnt opcodes in two places
(getNonSoftWaitcntOpcode and isSoftWaitcnt) and avoids the need for
helpers isWaitcnt and isWaitcntVsCnt.
