[InstrProfiling][test] Fix stale tests

* Change linkage/visibility of __profn_ variables to match the reality
* alwaysinline.ll: Add "EnableValueProfiling", otherwise it doesn't test available_externally alwaysinline.
* Delete PR23499.ll - covered by other comdat tests.
