Revert "Remove redundant check discovered in post-commit review of r209505." 

This breaks with MSVC.
With IsLateTemplateParsed, FunctionDecl::doesThisDeclarationHaveABody() returns true regardless of Body.

This reinstates what was fixed in r208985.
