[NFC] Lower PseudoReadVL and PseudoReadVTYPE in RISCVMCCodeEmitter

Because our RISCVTargetELFStreamer is going away in master, preventively
change the place where we lower it.

The RISCVMCCodeEmitter is really late but avoids having to do the
lowering for both codegen and assembler workflows.
