[mlir][ArmSME] Add `arm_sme.intr.cnts(b|h|w|d)` intrinsics (#77319) 

This adds MLIR versions of the Arm streaming vector length intrinsics.
These allow reading the streaming vector length regardless of the
streaming mode.
