[debugserver] Set arch based on TARGET_TRIPLE

Use TARGET_TRIPLE instead of LLVM_DEFAULT_TARGET_TRIPLE, as the latter
isn't exported by LLVMConfig.cmake, which means arch detection fails if
lldb is built separately from llvm.
