[RISCV] Add fmin/fmax scalar instructions to isAssociativeAndCommutative

Follow-up patch of D140530.

We can add FMIN, FMAX to isAssociativeAndCommutative to
increase instruction-level parallelism by the existing MachineCombiner
pass.
