[gn build] build libclang_rt.ubsan_osx_dynamic.dylib on mac

For now, this only builds the dylib, so using `-fsanitize=undefined`
with `-static-libsan` or `fsanitize-minimal-runtime` still won't
work -- but the common case does work.
