[DWARF] - Fix message reporting about broken relocation.

Because of mistake introduced in r306517,
wrong variable ("name" instead of "Name") was used
in error message.
As a result it reported section name instead of
relocation name.

This file still needs cleanup to match LLVM coding style
and more tests I think.
