Revert D139439 "[Alignment] Use Align in MCStreamer emitZeroFill/emitLocalCommonSymbol"

This breaks Windows bots with
`warning C4334: '<<': result of 32-bit shift implicitly converted to 64 bits (was 64-bit shift intended?)`

Some shift operators are lacking a proper literal unit ('1ULL' instead of
'1'). Will reland once fixed.

This reverts commit c621c1a8.
