[GlobalISel] Re-apply r260922-260923 with MSVC-friendly code.

Original message:
Get rid of the ifdefs in TargetLowering.
Introduce a new API used only by GlobalISel: CallLowering.
This API will contain target hooks dedicated to call lowering.
