[clang-format/java] format multiple qualified annotations on one declaration better

Before:
    class Foo {
      @CommandLineFlags
          .Add
          @Features.foo
          public void test() {}
    }

Now:
    class Foo {
        @Features.foo
        @CommandLineFlags.Add
        public void test() { }
    }
