[CGP] Add Pass Dependencies

Add pass dependecies:
  - TargetTransformInfoWrapperPass
  - TargetPassConfig
  - LoopInfoWrapperPass
  - TargetLibraryInfoWrapperPass

To fix inconsistencies when passes are added to the pipeline.
