Reapply 253ce928 "[JITLink][AArch64] Add support for splitting.." with fixes.

This reapplies 253ce928, which was reverted in
66b2ed47 due to bot failures.

I have added the `-phony-externals` option added, which should fix the
unresolved symbol errors.
