Fix ISel crash when lowering BUILD_VECTOR (#73186) 

512bit vpbroadcastw is available only with AVX512BW. Avoid lowering
BUILD_VEC into vbroard_cast node when the condition is not met. This
fixed a crash (see the added new test).
