[SCEV] Add SCEV analysis tests with congruent IVs. 

This patch adds a set of tests taken
from/llvm/test/Transforms/IndVarSimplify/iv-poison.ll with multiple
congruent IVs but different set of flags on the increments.

Extra tests for https://github.com/llvm/llvm-project/pull/80430.
