Revert "[InstrProf] Attach debug info to counters"

This reverts commit 800bf8ed.

The `Instrumentation/InstrProfiling/debug-info-correlate.ll` test was
failing because I forgot the `llc` commands are architecture specific.
I'll follow up with a fix.
