[DAGCombiner] Fold SSHLSAT/USHLSAT to SHL when no saturation will occur

When the shift amount is known and a known sign bit analysis of
the shiftee indicates that no saturation will occur, then we can
replace SSHLSAT/USHLSAT by SHL.
