[mlir] Add AnyAttrOf tablegen attribute constraint 

AnyAttrOf, similar to AnyTypeOf, expects the attribute to be one of the
given attributes.
For instance, `AnyAttrOf<[I32Attr, StrAttr]>` expects either a `I32Attr`,
or a `StrAttr`.
