MemorySanitizer does not require PIE.

Since r249754 MemorySanitizer should work equally well for PIE and
non-PIE executables.

Beware, with this change -fsanitize=memory no longer adds implicit
-fPIE -pie compiler/linker flags, unless the target defaults to PIE.
