[ms] Add __shiftleft128 / __shiftright128 intrinsics

Carefully match the pattern matched by ISel so that this produces shld / shrd
(unless Subtarget->isSHLDSlow() is true).

Thanks to Craig Topper for providing the LLVM IR pattern that gets successfully
matched.
