[SystemZ] Add SystemZPostRewrite in addPostRegAlloc() instead at -O0. 

SystemZPostRewrite needs to be run before (it may emit COPYs) the Post-RA
pseudo pass also at -O0, so it should be added in addPostRegAlloc().
