[VE] Support Transfer Control Instructions in MC layer 

Summary:
Add regression tests of asmparser, mccodeemitter, and disassembler for
transfer control instructions.  Add FENCEI/FENCEM/FENCEC/SVOB instructions
also.  Add new instruction format to represent FENCE* instructions too.
