[NFC] Fix formatting & typecast issue. Build succeeds.

- Fix formatting in `RegisterPasses.cpp`.
- `assert` tried to compare `isl::boolean` against `long`. Explicitly
construct `bool` from `isl::boolean`. This allows the implicit cast of
`bool` to `long.
