[VPlan] Fold (MUL A, 1) -> A as VPlan2VPlan transform. 

Add first VPlan-based recipe simplification to fold (MUL A, 1) -> A.
Among other things, this enables additional simplifications after
applying versioned strides, as follow up to D147783.
