[NFC] Move helper functions to ScopHelper 

  Helper functions in the BlockGenerators.h/cpp introduce dependences
  from the frontend to the backend of Polly. As they are used in
  ScopDetection, ScopInfo, etc. we move them to the ScopHelper file.
