[ASAN] disable fgets_fputs test for android and darwin

aarch64/aosp_marlin-userdebug/OPR4.170623.016] builder unexpectedly
failed the fgets test (`assertion "fp" failed`). macOS unexpectedly
passes the fputs test without triggering ASAN.
