[SCEV] Cleanup SCEVInitRewriter. NFC.

Set default value for IgnoreOtherLoops of SCEVInitRewriter::rewrite to true
to be consistent with SCEVPostIncRewriter which does not have this parameter
but behaves as it would be true.

This is follow up for rL326067.
