[lldb] Fix build error in TestSimulatorPlatform.py

Before e5d08fcb the Makefile would always compute the min-version,
even if it wasn't set in the triple. This nuance got lost when passing
the ARCH_CFLAGS directly from TestSimulatorPlatform.
