[flang] Implement numeric intrinsic functions in runtime

Adds APIs, implementations, and unit tests for AINT, ANINT,
CEILING, EXPONENT, FLOOR, FRACTION, MOD, MODULO, NEAREST, NINT,
RRSPACING, SCALE, SET_EXPONENT, & SPACING.
