[VP][Fix] canIgnoreVectorLength for scalable types

This patch fixes VPIntrinsic::canIgnoreVectorLength when used on a
VPIntrinsic with scalable vector types. Also includes new unittest cases
for the '<vscale x 1 x whatever>' and '%evl == vscale' corner cases.
