Broke LICENSE file into three files: RELEASE, LICENSE, NOTICE.

Having a clean LICENSE file allows GitHub to automatically detect the
license and link to it in the header bar. RELEASE contains just the
LLNL release information and contributor list. NOTICE contains the
extra BSD NOTICE.
