Revert "[openmp] [test] Set __COMPAT_LAYER=RunAsInvoker when running tests on Windows"

This reverts commit 63f0fdc2.

Since f1431bbf, this environment
variable is always set up by lit itself, so individual test suites
don't need to set it.
