Revert "[Atomics][LoopIdiom] Recognize unordered atomic memcpy" 

This reverts commit r304310.

It caused build failures in polly and mingw
due to undefined reference to
llvm::RTLIB::getMEMCPY_ELEMENT_ATOMIC.
