Start the plumbing for removing TerminatorInst. 

* Add skeleton br/cond_br builtin ops.
* Add a terminator trait for operations.
* Mark ReturnOp as a Terminator.

The functionality for managing/parsing/verifying successors will be added in a follow up cl.
