[VPlan] Use onlyFirstLaneUsed in sinkScalarOperands.

Replace custom code to check if only the first lane is used by generic
helper `onlyFirstLaneUsed`. This enables VPlan-based sinking in a few
additional cases and was suggested in D133760.
